 K-8 ENROLLMENT: 134

 ATTENDANCE:  95.5% attendance rate for October

 FOOD SERVICE:

In October, we served an average of 40 student breakfasts/day and 47 student lunches/ day.

 1st QUARTER HONOR ROLL GRADES 3-8:

58% of students made either the A or B Honor Roll.

31% A Honor Roll

27% B Honor Roll

 REMINDER: The December Board Meeting is on Thursday, December 14, 2023.

 FACILITIES

 LEAD IN WATER – We have installed water purification systems to the identified sinks. On Thursday, November 9, 2023, we completed a retest of those sinks. Once we have the results, I will share that information.

 We had a heat exchanger go out in the old office area. A replacement part has been ordered and will be installed once it is received.

 We are still trying to figure out the staff restroom... the newly installed toilet did not fix the problem. McKinstry will be on site on Monday (11/13) to continue to explore a solution to the problem.

 We are currently working on tying the fire alarm speakers into our phone system for paging. McKinstry is currently working with our phone provider and the fire alarm company to complete this project.

 Our two final cameras are on backorder. Once those come in, they will be installed.

 Re-keying of all district doors is in the works, and we are hopeful that this will take place over the holiday break.

 Gym gutters and downspouts were cleaned over the weekend.

A. The Board approved the FY 2023 District Audit. 6-1, MM voted no.

B. The board approved the Parents as Teachers program evaluation for the 23-24 school year. 7-0

C. The board approved the Title I program evaluation for the 23-24 school year. 7-0

D. The board approved the Board Filling Announcement to be published in the paper. There are currently two seats available on our Board of Education. 7-0

E . The board approved the Cass County Kids First 2024 Legislative Priorities. 7-0

 CASS COUNTY KIDS FIRST 2024 LEGISLATIVE PRIORITIES

The public school districts of Cass County collaboratively support legislative action that enhances the quality of education in the County and across the State of Missouri. The 10 Cass County public school districts provide high-quality education for all of its students because of the support of local communities that value public education. Cass County public school districts serve nearly 18,000 students, and the population growth experienced in recent years is, in part, due to the quality of the local schools. As the Missouri State Legislature considers legislative action in the 2024 session, the following priorities are supported by the Cass County Kids First school districts:

Support Local Control

● Non-partisan school board elections in April should be maintained.

● Curriculum and instructional practices are the sole responsibility of the local school board.

● Financial flexibility to allocate resources should be maintained by the local school board.

● Educator evaluation and compensation is the responsibility of the local school board.

● Security and Staff training requirements are decisions best made at the local level.

● Out-of-district enrollment is a local school board decision and is already an option for districts under current law.

 Charters, Private Schools, and General School Choice Policies

● Public revenue should not be granted to non-public schools that operate outside the requirements that all other public schools must adhere to. This includes direct public revenue in base state aid payments or indirect public revenue in forms such as tax-credit savings accounts.

● Accountability standards for charter and virtual schools should be the same as all public schools. Funding Policies

● Support funding for workforce development opportunities for students

 ● Appropriate funding for all new mandates

● Fund the foundation formula fully

● Fund the transportation formula to its statutory requirement

● Increase support for Parents as Teachers and Early Childhood Education

● Increase local bonding capacity to 20% of the assessed value of a school district’s personal and real property.

● Provide school districts an opportunity to opt out of local tax abatements, specifically Chapter 100 programs.

● Provide clarification on Senate Bill 190 (2023) by applying SB 190 provisions only to the general tax rate and not the debut service levy; the determination of eligibility to start no earlier than 2024; the determination of the assessment value to start no earlier than 2024; creating a strict enrollment and deadline process for residents to be eligible in any given year; and apply the law to a means test for eligibility.

Accountability Policies

● Create a system that assists schools that do not meet the state-determined measure of academic achievement

● Support the use of student academic growth measures as the primary accountability measure.

B. The Board accepted the retirement announcement from Sherri Monday effective at the end of the 2023-2024 Academic Year.  7-0

C. The Board discussed 2024-2025 Staffing Concerns. No action was taken.  

D. The Board hired Breanna Miller as a Teacher Assistant for the remainder of the 2023-2024 School Year. 7-0

E. The Board of Education adjourned the executive session. 7-0
