Legislative Update: Budget, Local Funding & Mandates

The FY 2027 state budget has been finalized and sent to the Governor, but it includes significant funding concerns for public schools.

The approved budget relies on $45–$52 million in projected revenue that is unlikely to materialize, creating uncertainty for school funding. Lawmakers attempted to offset this by passing a second bill that directs $27 million into the foundation formula and allows any remaining federal (ARPA) funds to be used—but the actual amount of relief is still unknown.

What This Means for Schools

  • Districts are already facing a $190+ million shortfall in the state funding formula, along with a $15 million transportation funding gap.

  • This funding gap will impact schools immediately as the 2026–27 school year begins, not just in the future.

  • At the same time, there is concern about new mandates being added without funding, requiring schools to do more with fewer resources.

Property Tax Concerns

Property tax legislation is still unresolved and could significantly impact local school funding. Proposals under consideration may:

  • Limit or reduce local tax revenue authority

  • Eliminate the minimum operating levy

  • Increase financial uncertainty for districts

These decisions could directly affect the local funding schools rely on to serve students.

Key Legislative Issues Being Watched

Several proposals still under consideration could add new requirements for schools, including:

  • A–F School Grading System

  • Third-Grade Reading Retention Mandates

  • Expanded bullying policies and reporting requirements

  • Student screen time regulations

  • Expanded K–12 physical education requirements

  • Potential charter school expansion, which could reduce local district funding

Each of these proposals carries potential costs in staffing, time, and resources.

  • Final decisions—especially on property taxes—could happen quickly.

  • The overall impact on school funding is still being evaluated.

  • Schools must prepare for continued financial pressure and possible new requirements.
